Yes. kyc_status must be approved before you can create a cluster or an inbox. The API returns 403 {error: kyc_required} until then.
Development auto-approves the team on create. Production does not. Operators approve from the operator queue. The public site takes a waitlist while we review senders.
SMTP credentials and sending domains do not have this gate. Cluster create and inbox create do.
