Hard bounce, spam report, or a manual add.
A row is added for a hard bounce, a spam report, or a manual add. The next send to that address on that team and tenant returns 403 {error: suppressed}.

Remove a row with DELETE /api/v1/suppressions/:id or from the suppressions page in the dashboard. Plus tags collapse to the same address.
