Retries and replays

Backoff, dead letters, and replay from the dashboard.

PostShiba tries 6 times, then marks the delivery dead. Backoff is 5 minutes, 30 minutes, 2 hours, 8 hours, then 24 hours.

Replay

Replay dead letters from the webhook page in the dashboard. That action is POST replay. The API has no replay action.

Replay is dashboard-only. Index, show, and create are the only API calls for webhook endpoints.
